One Ocean, One Strategy: The EU Ocean Pact

A bold step for our seas!

On June 5, 2025, the European Commission introduced the EU Ocean Pact—an ambitious strategy aimed at protecting the oceans, boosting the blue economy, and supporting coastal communities.

One Ocean, One Strategy

The Pact unites various EU policies to address serious threats facing our seas, coastal areas, and marine ecosystems. Its six key priorities include:

1. Protecting and Restoring Ocean Health   The EU will invest in restoring marine habitats, expanding marine protected areas, and updating key directives for sustainable ocean governance.

2. Developing a Sustainable Blue Economy   From fisheries to maritime transport, the Pact will strengthen ocean industries through a new EU Blue Industrial Strategy and a ports strategy.

3. Supporting Coastal and Island Communities   Recognizing their vital role in Europe’s economy, the Commission will launch a strategy for coastal development, explore island sustainability, and propose European blue carbon reserves.

4. Advancing Ocean Research and Innovation   A new ocean observation initiative will boost ocean knowledge, supported by a research and innovation strategy and a European digital ocean twin.

5. Strengthening Maritime Security and Defense   The EU will enhance cooperation among coast guards, improve maritime border security, and invest in drones for real-time monitoring.

6.Reinforcing Ocean Diplomacy   The Pact will bolster global ocean governance, combat illegal fishing, and promote the ratification of global agreements on biodiversity and plastic pollution.

To support implementation, the Commission will introduce an Ocean Act by 2027, simplify regulations, and launch a progress-tracking dashboard. The Pact will also be presented at the UN Ocean Conference on June 9, 2025.

With 40% of Europeans living near the sea, the EU Ocean Pact marks a pivotal moment for coastal communities, marine industries, and environmental resilience. It’s a bold move toward healthier seas and sustainable growth.
