EU Unveils Ambitious Strategy for the Black Sea Region

On May 28, 2025, the European Commission introduced a bold and forward-looking strategy for the Black Sea region. The document lays out the EU’s vision for a stable, secure, and resilient basin—intertwining geopolitical interests with the urgent need for environmental protection and climate adaptation.

The new EU Black sea basin strategy firmly positions ecological security as a cornerstone of regional stability. In the context of conflict, crises, and climate threats, it's both a political and environmental call to action. It acknowledges the overdue necessity for science-based monitoring, cross-border cooperation, and sustainable ecosystem management—especially for the fragile Black Sea basin.


  • This is a non-military but highly strategic initiative.

  • It centers on regional cooperation excluding Russia, based on current geopolitical realities.

  • It actively involves civil society, youth, researchers, and the private sector, aiming for long-term peace, prosperity, and environmental balance.




Environmental Focus of the Strategy:


🔹 Climate Resilience & Disaster Preparedness   The strategy highlights the need for better adaptation of coastal communities to climate change—through early-warning systems, coastal monitoring, and improved data sharing among countries.

🔹 Combatting War-Related Environmental Damage in Ukraine

Special attention is given to the marine consequences of the war in Ukraine, including pollution, destroyed infrastructure, and disrupted ecosystems. The EU plans to enhance scientific monitoring and coordinate actions to address this damage.

🔹 Scientific Research & Monitoring Cooperation 

It aims to strengthen international scientific partnerships—including information exchange on biodiversity, marine habitats, and the impact of economic activity on ecosystems.

🔹 Sustainable Management of Natural Resources

The strategy promotes a "blue economy"—where protecting the environment is not a barrier but a foundation for growth. This includes sustainable fisheries, marine species conservation, and better river and basin management.


📌 Geographic Scope (Excludes Russia):

  • EU Member States: Bulgaria, Romania, Greece

  • Eastern Partners: Ukraine, Moldova, Georgia, Armenia, Azerbaijan

  • Candidate Country: Turkey

The EU will leverage key tools to boost investment, regional partnerships, and infrastructure in Eastern Europe and the Black Sea area. Instruments like the Global Gateway, Eastern Partnership, and EU Enlargement Policy support economic and environmental cooperation. Regional platforms like Black Sea Synergy, CMA, and Interreg NEXT Black Sea Basin enhance sustainability and connectivity.

Initiatives such as the "Solidarity Lanes" between the EU and Ukraine improve transport and trade routes—ensuring regional resilience and economic security.
